Constitution, Bylaws & Resolutions

The Constitution, Bylaws and Resolutions (CBR) Committee is a permanent committee of the IAFC. It consists of one representative from each IAFC division and three at-large members appointed by the president and chairman of the board. The committee initiates and/or reviews proposed changes to the IAFC Constitution and Bylaws and reports on the changes to the IAFC Board of Directors and to the IAFC membership.

The committee also receives and reviews all resolutions submitted by the membership and makes a recommendation on each resolution in a report to the membership. The committee then submits resolutions to the general membership for a vote at the general business meeting, held at Fire-Rescue International.

The IAFC Constitution & Bylaws is a living document that governs the activities of the association. It is reviewed annually by the CBR Committee. Members requesting changes to the IAFC Constitution & Bylaws must submit their proposal in writing to the CEO/executive director of the association by February 1 in a manner prescribed by the CBR Committee.

2018 Summary of IAFC Ballot Questions

The 2018 IAFC elections open May 10 and close June 24. Three amendments to the IAFC Constitution and Bylaws have been proposed and require member consideration.

Article II. Section 4 (A) (3). Membership and Membership Privileges

The proposed amendment would shorten the period that new members must wait before they are eligible to vote in IAFC elections from 15 days after receipt of initial membership dues to five days.
Proposed by IAFC Elections Committee.

Article III. Section 2. Elected Officer Eligibility

This proposed amendment would require an IAFC officer candidate be the chief of a fire department for at least 50 of the previous 52 weeks at the time of filing and through installation.
Proposed by Chief Tom Jenkins, IAFC president and chairman of the board, and IAFC Elections Committee Chairman Robert Spurr.
Recommendations: CBR: Yes. Board: Yes.

2017 IAFC Ballot Questions

The following seven amendments to the IAFC Constitution and Bylaws were approved by IAFC members during the 2017 IAFC elections held April 27-June 8. The results were affirmed by the Elections Committee and presented to membership during the IAFC Business meeting, July 27, 2017, in Charlotte, N.C.  Review the ballot questions and recommendations. July 2: Deadline to submit items to the Constitution, Bylaws and Resolutions Committee for consideration during  the committee's FRI 2018 meeting. 5:00 PM ET.

August 8: Constitution, Bylaws and Resolutions Committee meeting, FRI 2018, Dallas, Texas. 2:00 PM CT.

August 9: IAFC Business Meeting, FRI 2018, Dallas, Texas. 11:00 AM CT.
